First, Re-transfer printer prints image onto receiving layer of re-transfer film. Second, it laminates(re-transfers) the image from base film on re-transfer film onto card surface.

Re-transfer printing does not break print-head due to foreign particles

Re-transfer printer does not print on hard surface plastic card, prints on flexible re-transfer film.
In case foreign particle was on the re-transfer film, it is sunk into soft rubber roller and does not scratch surface of print head.

Generally, the surface non-PVC cards (Polyester, Polycarbonate, ABS) is not porous. Re-transfer printer prints on dedicated receiving layer on re-transfer film instead of card surface, and then, laminates (re-transfer) re-transfer film with printed image onto card surface.
